What are Health and Safety Management Systems?
Health and Safety management systems are a system, or a set of co-ordinated and integrated processes, that enable a company or organisation to be able to manage and control their health and safety issues in an uniform, systematic and effective way. Health and Safety Management Systems enable organisations to comply with the requirements of the Health and Safety at Work Act and also to instigate current best practice. Because it uses a systems approach (i.e. systematic) it helps ensure there is a consistent and thorough approach to health and safety management throughout an organisation. If a health and safety management systems approach is used properly then health and safety management is not left to chance. The systems within a good health and safety management system identifies the hazard and the risks and implements suitable control measures to protect personnel from harm utilising the minimum resources of personnel and time thereby being a cost effective way of managing health and safety risk.
In the UK the HSE has issued guidance on what constitutes good health and safety management systems in their publication HS(G)65 “Successful Health and Safety Management”. Another standard is OHSAS 18001, the international standard for health and safety management systems. The international standard recognises HS(G)65 and uses essentially the same concept. Both standards are very similar with some minor differences.
